Tom received his Bachelor of Science Degree from DeSales University. He followed his undergraduate studies with a Juris Doctorate Degree from Southern New England School of Law (University of Massachusetts Law School) where he served as an intern for Associate Justice Elspeth Cypher of the Massachusetts Appeals Court.

Upon graduation from law school, Tom received the Saint Thomas Moore award for ethics and morals in the legal community. He was admitted to the bar in the State of Connecticut (2004), and upon returning to the area, was admitted to the bar in the State of Maryland (2005). 

He served as Judicial Law Clerk for the Honorable O. Robert Lidums of the Circuit Court for Cecil County and currently serves as secretary for the Cecil County Bar Association.
