Ellis Rollins comes from a distinguished lineage of attorneys in Cecil County, Maryland. His grandfather, Edward D. E. Rollins, Sr., served honorably as the Attorney General for the State of Maryland before being appointed Circuit Court Judge. Following in his footsteps, Ellis’s father, Edward D. E. Rollins, Jr., also enjoyed a prominent legal career in Cecil County, ultimately serving as a Circuit Court Judge.


A Lifelong Commitment to Cecil County

Ellis Rollins has deep roots in Cecil County. He is a lifelong resident and an alumnus of Elkton High School. He pursued higher education at Western Maryland College, earning his undergraduate degree, and then obtained his law degree from the University of Baltimore, further cementing his commitment to his community and the legal profession.


A Distinguished Legal Career

In 1981, Ellis joined his father’s law firm, where he practiced law until 1983. During this pivotal year, his father was appointed to the Second Judicial Circuit. Ellis continued to dedicate himself to private practice, establishing a reputation for excellence and integrity until 2010.


Public Service as State’s Attorney

In 2010, Ellis Rollins was elected as the State’s Attorney for Cecil County, a role he fulfilled with distinction until 2017. During his tenure, he was known for his commitment to justice and community safety. After his service as State’s Attorney, Ellis returned to private practice, where he continues to provide exceptional legal representation to the residents of Cecil County.
